MAPHM Joins European Call to Combat Youth Nicotine Addiction

Tobacco remains the leading cause of preventable death globally, accounting for approximately 27% of all cancers and over seven million deaths annually. However, a new and insidious challenge has emerged: the rapid rise of youth nicotine addiction driven by a shifting market of attractive, high-potency products.

MAPHM is proud to be a signatory to a powerful open letter addressed to European Commission President Ursula von der Leyen. Alongside the European Network for Smoking and Tobacco Prevention (ENSP) and leading health organisations, we are calling for urgent, coordinated action to protect our children from lifelong dependency.

The Science of Addiction: More Than a “Habit”

At the heart of this crisis is nicotine’s powerful addictive mechanism. Recent evidence confirms that nicotine addiction is a neurobiological process that is particularly damaging during adolescence.

  • Brain Development: Nicotine exposure during youth disrupts reward processing and impulse control, potentially leading to long-term cognitive impairment.
  • The Gateway Effect: Early nicotine use is strongly linked to an increased risk of using alcohol and illicit drugs later in life.
  • Systemic Harm: The health consequences are profound and systemic, contributing to cardiovascular diseases, bladder and kidney cancers, and oral health complications.

A Modern Epidemic: Sleek Designs and Sweet Flavours

The tobacco and nicotine industry has evolved to bypass traditional regulations. Today’s youth are targeted through flavoured e-cigarettes, sleek packaging, and nicotine pouches promoted heavily via digital channels.

The introduction of nicotine salts is particularly concerning, as they allow for higher nicotine concentrations with less throat irritation, facilitating rapid absorption and higher levels of dependency. Statistics show a fundamental shift in use patterns: in some regions, youth are now nine times more likely to vape than adults.

Our Goal: A Tobacco-Free Generation by 2040

The European Union has set an ambitious target to reduce tobacco use to below 5% by 2040. To reach this goal, MAPHM and its partners are advocating for a Tobacco and Nicotine Products Directive. This framework would:

  • Close Regulatory Gaps: Ensure all nicotine-containing products, including synthetic nicotine and new analogues, are subject to the same strict public health standards.
  • Prioritise Youth Protection: Address nicotine dependence at its source by limiting the affordability and appeal of these products to adolescents.
  • Multisectoral Action: Align EU policy with the WHO Framework Convention on Tobacco Control (FCTC) to address the complex cross-sectoral nature of nicotine use.

A Responsibility to Act

As public health professionals, we recognise that protecting European citizens is a public interest responsibility. A child addicted to nicotine today is at high risk of becoming a chronically ill adult tomorrow, threatening the sustainability of our healthcare systems and the resilience of our society.

The time to act is now. By strengthening our regulations and focusing on prevention, we can ensure the next generation grows up in a healthier, nicotine-free environment.
